국내 전문 학사 이상 또는 E-9 비자, E-7-4 비자 등 국내에 장기체류 비자를 소지하고 있는 외국인 중 고창 지역에 근무하고 있는 분들은 신청이 가능합니다.

Foreigners working in the Gochang area among foreigners holding a domestic long-term stay visa such as E-9 visa or E-7-4 visa or Domestic associate degree holders in Korea can apply.

국내에서 일을 하고 있는 외국인근로자는 1) 2021년 소득금액증명원 상 소득이 GNI*70%인 28,337,400원 이상이어야 합니다. 경우에 따라서는 2022년 근로소득원천징수 영수증도 확인할 수 있습니다. 

Foreign workers working in Korea must: 1) Earn at least KRW 28,337,400 (GNI*70%) on the 2021 Income Amount Certificate. In some cases, you can also submit the 2022 earned income withholding receipt.

2) 그리고 TOPIK 3급 또는 KIIP(사회통합프로그램) 3단계 이수증 이상이 있어야 합니다.

2) And you must have TOPIK level 3 or KIIP (Social Immigration & Integration Program) stage 3 completion or higher.

고창지역에서 근무하고 있는 외국인근로자에게 우선적으로 신청의 기회가 있지만 65명의 쿼터가 있으니 빨리 준비해서 신청하세요.

  2023년 고득점 수시접수가 2월 9일에 마감되었습니다.

  올 해 고득점은 70점이지만 최근 지침에 추가되는 점수가 많아서 1월에 신청했던 외국인근로자가 많았던 것 같습니다.

  작년 2022년 고득점 마감은 3월이 넘어서 되었지만 올해 2023년은 작년보다 1달 이상 빨리 마감이 되었습니다.

  이번 고득점 수시접수를 신청하지 않은 외국인근로자(E-9)는 3월 20일(월)부터 3월 23일(목)까지 관할 출입국외국인관서에 1분기 숙련기능인력 점수제 비자인 E-7-4 비자를 신청할 수 있습니다.

  올해부터 분기별 정기접수 선발인원이 625명으로 늘었기 때문에 준비를 미리 해서 꼭 신청해 보시기 바랍니다.

  3월 정기접수에서 가장 중요한 서류 중 하나가 바로 '소득'을 준비하는 서류입니다.

2022년도 소득은 '소득금액증명원'을 아직 발급할 수 없기 때문에 '근로소득지급명세서'로 대체하고 있는데, 그 서류를 발급 받는 방법에 대해 소개하고 설명하였습니다.

Guidelines for Point Deductions for F-2-7 Visa, what is the meaning of 'previous criminal fines based on 3 years from the date of application'?

Recently, I received a call from someone who is having trouble with F-2-7 visa deductions.

When the new scoring system was announced in December 2020, if there is a history of criminal fines, etc., -20 points are deducted for less than 2 million won by criminal fines etc.

However, the deductions are limited to criminal fines within 3 years from the date of application for extension or change of F-2-7 visa previously(신청하는 날로부터 3년 이내의 형사벌금 등만).

(*I didn't know when this rules have changed so I wrote the date based on when I have received a call and reviewed in January 2023 manual.)

However, among the deductions for F-2-7 visa, the guidelines for criminal fines have become unclear, so I have recently requested an interpretation from the Immigration Policy Headquarter.

The latest deductions are as follows.

1. In the case of previous criminal fines based on 3 years from the date of application, points deducted will be applied(신청일로부터 3년을 기준으로 이전의 형사 벌금을 받은 경우, 감점 사항을 적용함).

2. If you have received a criminal fine of 3 million won or more within 3 years from the date of application for F-2-7 visa, you will be disqualified and are not allowed for F-2-7 visa(3년 이내 300만 원 이상의 형사 벌금등을 받은 경우에는 결격사유에 해당해서 신청을 할 수 없음).

Based on the new guidelines for deductions, the interpretation of the problem is below:

1. Based on 3 years from the date of application for F-2-7 visa, criminal fines 4 and 5 years ago are checked by the Immigration Office and deducted points. 

In 1345, Immigration Contact Center, 1345 said that points are deducted only for criminal fines within 3 years from the date of application for F-2-7 visa, and criminal fines after 4 or 5 years are not subject to deduction.

However, the Immigration Office says that based on the 3 years from the date of application for F-2-7 visa, the previous (4 or 5 years ago) criminal fines are reviewed and deducted points. 

I really don't understand what this guideline is.....

2. In the case of receiving a criminal fine of 3 million won or more within 3 years for the date of application for F-2-7 visa, the application is restricted, but criminal fines within 3 years from the date of application for F-2-7 visa with less than 3 million won fines are not deducted points? Because there is no additional explanation on a manual or 1345 explanation?

In these above unclear explanation and translation on the terms, I will let you know further details once I receive an answer from the Immigration Policy Headquarter.

F-2-7 비자의 감점 사항에 대한 지침

최근 F-2-7 비자의 감점 사항에 대해 어려움을 겪고 계시다는 분의 전화를 받았습니다. 

2020년 12월에 새로운 점수 시스템이 발표되었을 때, 형사벌금 등의 내역이 있는 경우에는 200만 원 미만 까지 -20점을 감점하고 있습니다.

다만 그 감점 사항은 F-2-7 비자를 연장 또는 변경 신청하는 날로부터 3년 이내의 형사벌금 등만 보았습니다.

그런데 최근 F-2-7 비자의 감점 사항 중 형사벌금 등에 대한 지침이 불명확하게 되어 있어 최근에 외국인정책본부에 그 해석을 요청해 놓은 상태입니다.

최근의 감점사항은 아래와 같습니다.

1. 신청일로부터 3년을 기준으로 이전의 형사 벌금을 받은 경우, 감점 사항을 적용함.

2. 3년 이내 300만 원 이상의 형사 벌금등을 받은 경우에는 결격사유에 해당해서 신청을 할 수 없음.

문제는 아래와 같습니다.

1. 신청일로부터 3년을 기준으로 4년, 5년 전의 형사 벌금까지 관할 출입국사무소에서 확인해서 감점을 준다는 것입니다. 1345에서는 신청일로부터 3년 이내의 형사벌금 등에만 감점이 적용되고, 4년, 5년이 지난 형사벌금 등은 감점사항이 아니라고 합니다.

그런데 출입국사무소에서는 신청일로부터 3년을 기준으로 그 이전(4년, 5년 전) 형사 벌금 까지 검토해서 감점을 준다고 합니다. 이해가 되지 않습니다.

2. 3년 이내 300만 원 이상의 형사 벌금 등을 받은 경우에는 신청이 제한되지만, 신청일로부터 3년 이내의 형사 벌금 등은 감점사항이 아니라는 것인가요?
