In order to combat the COVID-19 pandemic the Republic of Korea requires a mandatory 14-day quarantine for anyone entering Korea at either their place of residence or a government-designated facility, effective April 01, 2020 at 00:00 hours. 

This mandatory quarantine will apply to everyone, regardless of nationality. 

The only exception is for short-term foreign visitors who are issued a “Quarantine Exemption Certificate” from the Korean Embassy or the Korean Consulate General prior to the trip.

 Please note: The Quarantine Exemption Certificate is valid only if it is ISSUED not more than 7 days before your arrival date in Korea (KST). 

So do NOT apply far in advance of your planned trip. You must travel to Korea within 7 days of being approved for and receiving the certificate. 

* This is NOT the date of application. This is the date that it is ISSUED by the Consulate.

[ Business Visitors ]

1. The applicants for the quarantine exemption certificate must visit Korea with B-1 (visa exempt), B-2 (no visa), C-1, C-3, C-4, D-7 (New from Sept. 12th, 2020), D-8, or D-9 visa.

2. The Korean Consulate or Embassy in iverseas will receive an application for and eventually issue quarantine exemption certificates only after we receive finalized confirmation from the Ministry of Foreign Affairs acknowledging the official request from the respective Ministry in Korea i.e. MOTIE (Ministry of Trade, Industry, and Energy), MSS (Ministry of SMEs and Startups), etc. Thus, please contact & confirm with the inviting organization and bring the document(s) that confirm that the request by the respective Ministry has been received and approved by the Ministry of Foreign Affars prior to making a visa application appointment or sending the application to the Korean Consulate or Embassy. 

You will not receive an update for the progress from the Consulate or Embassy. 

3. The maximum period for the quarantine exemption for the purpose of business is 14 days. 

You are NOT guranteed to receive an exemption for all 14 days. 

The Consulate will make a determination based on your proposed itinerary. 

If your exemption period granted is less than 14 days, you must quarantine for 14 days minus the number of days for which you received an exemption in your own place (if you have one and is approved by the Korean Center for Disease Control) or in a government-designated facility or leave the country. 

[ Immediate Family Member's Death in Korea ]

1. The Korean Consulate issues quarantine exemption certificates only in the case of death in the immediate family. 

The maximum period for quarantine exemption is 7 days. 

Once your exemption period is over, you must quarantine for 14 days minus the number of days for which you received an exemption in your own place or in a government-designated facility or leave the country.

* If you would like to stay in your family’s place rather than at facility quarantine for the days you are not exempted for quarantine, you can write the family member’s full name, address, phone number, relationship with the family member, etc on a separate paper and sign & date it in order to submit it for consideration. 

[ Once you enter Korea ]

When you arrive in Korea with the Quarantine Exemption Certificate, you will be escorted to a separate facility outside of Incheon International Airport for COVID-19 diagnostic testing. The test result will be available in 6 to 24 hours. You must wait in the facility until the results come out. Accommodation will be provided if an overnight stay is required.

If the test result is negative, you will be exempt from quarantine. However, you will still be subject to "Active Monitoring,” which includes daily submission of health status information via “Self-Diagnosis App” and answering daily phone calls from health authorities throughout your stay in Korea.

You must follow the itinerary that you wrote in the form “Itinerary for Quarantine Exemption Period” and obey the COVID-19 spread prevention measures mandated by the Korean government.

If the test result is positive, you will be moved to a hospital or designated treatment center for treatment/quarantine, regardless of the Quarantine Exemption Certificate.

[ How to Apply ]

The quarantine exemption application may be submitted at the time of your visa application during your visa appointment (if you are not a Korean national and need a visa) or by email (regardless of nationality - you may submit your visa application in person and the quarantine exemption certificate application separately by email as well). 

There is no separate in-person appointment for Quarantine Exemption Certificate application.

1.격리면제서 발급 공통사항

□ 격리면제서 신청

 ○ 인도적 목적 및 단기출장 공무원의 격리면제 신청 : 개인 단위

 ○ 중요한 사업, 학술·공익적 목적 등 : 국내기업·단체 등 

□ 격리면제서 발급 방식

 ○ 격리면제서는 재외공관에서 대면 발급 원칙, 사실상 총영사관 방문 불가 시 이메일 신청 및 발급 가능

  - 격리면제서는 총 3부(원본 및 사본) 지참(①입국 후 출국시 까지 본인 소지, ②검역대 제출, ③입국심사대 제출)

□ 격리면제서 유효기간 

 ○ 격리면제서는 발급일로부터 1주일 이내 국내 입국 시 유효, 발급후 1주일이 지났을 때에는 신청절차에 따라 다시 신청

 

□ 격리면제 기간

 ○ 격리면제 목적 달성에 필요한 기간으로 한정하되, 인도적 목적은 7일 이내 그 외 목적은 최대 14일까지(한국 날짜 기준)

  - 코로나-19 진단 검사결과 양성 또는 접촉자로 분류 시 격리면제효력 즉시 중단 및 격리조치

  - 격리면제 목적 달성 및 격리면제 기간이 만료된 경우 즉시 출국 또는 남은 기간 동안 자가·시설 격리*

   ※ 격리면제기간 기재시 입국일부터 기재하되, 일수는 만으로 계산됨

   * 예시) 10.1 입국자의 격리면제 기간이 7일인 경우, 격리면제 기간은 10.1~10.8(만 7일로 계산)로 기재하며, 격리면제기간 종료된 후인 10.9 즉시 출국하지 않을 경우 10.9~10.15(입국일로부터 만 14일이 되는 날까지) 자가 또는 시설격리 

  - 격리면제자가 격리면제 기간이 만료되고 자가/시설격리되는 경우, 격리기간 중에는 중도출국이 제한됨 

    ※ 격리면제 기간 동안에는 중도 출국 가능 

□ 격리면제서 발급 시점

 ○ 격리면제서는 입국 전 재외공관에서 발급받아야 함(사후 발급 불가)

  - 입국시 격리면제서를 제출하지 않으면 자가 또는 시설격리 조치

   ※ 격리면제신청서, 격리동의서 등 본인 서명이 필요하기 때문에 출국하기 위해 항공기 탑승 후 대리신청 등 불가

□ 격리면제자 입국 절차

 ○ 공항 내 선별진료소 또는 임시검사시설에서 진단검사 및 대기, 자가진단앱 설치 후 능동감시(일 1회 콜센터 전화) 실시

   ※ 자가격리자 앱 및 자가진단 앱을 모두 설치

□ 격리면제 기간 중 대중교통 이용 불가

 ○ 격리면제 대상자는 격리면제 기간 중(격리면제 기간 종료 후 측시 출국시 공항으로 이동하는 때까지 포함) 대중교통 이용이 불가하며, 별도 이동편(자차, 임대 등)을 마련해야 함

2. 목적별 격리면제서 발급 절차

□ 인도적 목적(장례식 참석 한정) / 국내(한국)에서 사망한 경우로 한정됨

 ○ 발급 대상: 우리 국민 및 외국인(사증의 종류 제한 없음)

   * 재외동포의 경우 국적상실신고를 하지 않은 경우 국적상실신고 완료 후 사증 신청 가능

 ○ 발급 절차 : 국민·외국인이 재외공관에 신청, 재외공관에서 심사 후 발급

 ○ 발급 대상이 되는 장례식(발인, 장지, 삼우제 등 포함) 

  - 본인의 배우자, 본인 및 배우자의 형제자매, 본인 및 배우자의 직계존속(재혼 부모 포함) 및 직계비속(사위, 며느리 포함)의 장례 

   ※ 격리면제 기간 완료 후 출국하지 않으면, 자가 또는 시설격리

 ○ 발급 대상: 우리 국민 및 외국인*

  *사증(8개): B-1(사증면제), B-2(무사증, 선원/긴급·상륙허가제외), C-1(일시취재), C-3(단기방문), C-4(단기취업), D-7(주재) (신규), D-8(기업투자), D-9(무역경영)

 ○ 발급 절차(중요한 사업상 목적, 학술·공익적 목적 공통)

    ※ 산업통상자원부 ‘기업인 출입국 종합지원센터’에서 일괄적으로 관련 절차 안내

① 국내기업, 단체 등 관련 부터에 발급 신청 -> ② 관련 부처 국내기업, 단체 등에게 심사 후 심사결과 통보 -> ③ 관련 부처 외교부(재외공관)에 발급 요청 -> ④ 입국예정 격리면제자 재외동관 통해 격리면제 신청 

* 이 후 재외공관에서 입국예정 격리면제자에게 격리면제서 발급

 ○ 관련 부처 및 분야

  - 산업부(주요 제조업 및 중견기업), 문화부(문화, 체육), 농림부(농림, 축산, 식품), 국토부(건설, 교통), 해수부(수산, 해운), 금융위(금융), 중기부(중소기업), 교육부(산학협력), 과기부(IT·정보통신, 기초과학), 복지부(보건·의료), 식약처(식품안전, 의약품), 방사청(방위산업) 

  - 해당분야 등 부처가 불명확한 경우 산업부가 총괄하여 심사

□ 학술·공익적 목적

 ○ 발급 대상: 우리 국민 및 외국인(사증의 종류 제한 없음)

 ○ 국가적으로 중요한 국제회의·행사, 학술 및 기술지원 등 

 ○ 중요한 사업상 목적 발급 요건 및 절차에 준하여 관련 부처(전 중앙부처)가 삼사 및 관련 부처 심사결과에 근거하여 재외공관에서 발급

□ 국외출장 공무원(공무에 따른 단기 출장 한정)

 ○ 발급 대상: 공무원(국가·지방공무원)

 ○ 발급 절차: ‘인도적 목적’과 동일 

 ○ 발급 대상 : 공무원이 공무상 국외로 단기출장(14일 이내, 현지 격리기간 제외) 후 귀국하는 경우

From Sep. 26, 2020, penalties violating Immigration Law have been greatly increased.

Therefore, if you violate Immigration Law within 1 month such as illegal stay, illegal employment or working without work-permit, the fine shall be 2 million won.

Please kindly note that the fine of 2 million won shall be imposed after 1 day passed from your period of status of stay.

2020년 9월 26일부터 출입국을 위반한 외국인에 대한 범칙금이 대폭 인상되었다고 합니다.

따라서, 1개월 이내의 불법체류, 불법취업, 체류자격외 활동허가 등을 위반하면 200만원의 범칙금이 발생합니다.

하루라도 체류기간이 도과하면 200만원의 범칙금이 발생할 수 있으니, 유의하시기 바랍니다.
